Most job hazard analyses are written by one person, at a desk, describing a job they will not be doing, and are signed by a crew who read the last line. That version is paperwork. A real one changes what happens on the day — and the difference between the two is almost entirely about who wrote it and whether it describes the actual job. This Job Hazard Analysis Toolbox Talk (Safety Talk / Tailgate Talk) is about the difference.
Here is the distinction that carries this whole talk: a JHA analyses the job as it is performed, not as it is specified. The written method says the panel is lifted into position. The actual job involves someone holding it steady from a stepladder while another person shims it, because that is what the tolerance demands. Every hazard worth finding lives in that gap — and a JHA written from the specification will miss all of them, no matter how carefully it is worded.
No standard requires a JHA by name#
Search the construction standards for "job hazard analysis" and you will not find a requirement. There is no rule saying you must produce one, no prescribed format and no signature block anyone can cite.
What exists are the duties a JHA discharges:
1926.20(b)(1) — the employer must initiate and maintain such programs as may be necessary to comply with the Act. That is the accident prevention programme requirement, and hazard analysis is how the programme is populated.
1926.20(b)(2) — those programmes must provide for frequent and regular inspections of the job sites, materials and equipment by competent persons designated by the employer.
1926.21(b)(2) — the employer must instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to their work environment. A JHA is the most direct way to know what to instruct them in.
Section 5(a)(1) — the General Duty Clause turns on recognised hazards. A hazard analysis is how hazards become recognised, and therefore how the duty attaches and how it is discharged.
So the JHA is a method rather than a mandate. OSHA's guidance document, Job Hazard Analysis (OSHA 3071), is where the method is set out — and because it is guidance, the format is yours to choose. What is not optional is the underlying duty to identify hazards and control them.
Note also that many contracts, owners and EM 385-1-1 on federal work do require an activity hazard analysis or equivalent by name, with a specified format. That is a contractual requirement rather than an OSHA one, and it usually specifies more than OSHA would.
Which jobs first#
OSHA's guidance is explicit that you cannot analyse everything at once, and it puts priority on jobs with:
- The highest injury or illness rates
- The potential to cause severe or disabling injury or illness, even without a history
- Where one simple human error could lead to a severe accident
- Those that are new, or have had a change in processes and procedures
- Those complex enough to require written instructions
That last one is a good practical filter on a construction site. If the task needs a method statement to explain it, it needs a hazard analysis to go with it.
The method, and where it goes wrong#
1. Involve the people who do the job. This is first in OSHA's guidance and first in practice. A JHA written without the crew describes an imaginary job. The people performing it know which step is awkward, which tool does not reach and what everybody actually does at step four.
2. Review the history. Incidents, near misses and previous problems on this task, on this site and on others.
3. Break the job into steps. Sequential, in the order performed, and at the right grain — a step is an action, not a phase. "Install the ductwork" is not a step. "Lift the section to height" is.
4. Identify the hazards in each step. For each one, ask what can go wrong, what the consequences are, how it could arise, what other contributing factors exist, and how likely it is. Hazards belong to steps, not to jobs — a hazard that cannot be attached to a step usually means the steps are too coarse.
5. Determine preventive measures, in order: eliminate the hazard, then contain it, then revise the procedure, then reduce exposure — with PPE last, not first.
And OSHA's guidance is direct about urgency: if a hazard is found that poses an immediate danger to an employee's life or health, take immediate action to protect the worker. The analysis does not wait for the paperwork cycle.
What separates a real JHA from paperwork#
It is written with the crew, not for them. Ten minutes with the people doing the work produces more than an hour at a desk.
The steps match the job. If the JHA does not mention the stepladder everyone uses, it is describing a different job.
It is revisited when things change. New crew, new sequence, new material, new weather, new adjacent trade — any of those can invalidate it.
Somebody reads it aloud and people argue with it. Disagreement at the briefing is the analysis working. Silence usually means nobody has read it.
It gets amended on the day. A JHA that has never been marked up has never been used.
It ends in a control someone can actually perform, not an instruction to "take care" or "be aware."
What can go wrong?#
Copied from the last job with the location changed and nothing else.
Written by someone who will not be doing the work, and never checked with those who will.
Steps too coarse to hold a hazard — three bullet points covering a day's work.
Controls that are all PPE, with elimination and engineering never considered.
Signed but not read. The crew signs the sheet at the gate.
Never updated when the sequence changed, so the document and the job diverge from the first hour.
Adjacent trades not considered. The hazard is created by whoever is working above or beside you.
Filed and never used again, so nothing is learned for the next identical task.
How do we make it work?#
Do it with the crew, out at the work face, looking at the actual conditions.
Break the job into real steps in the order they happen, at the grain of an action.
For each step, ask what can go wrong and how bad it would be, rather than listing generic hazards.
Work down the hierarchy — eliminate, contain, revise the procedure, reduce exposure, then PPE.
Prioritise by OSHA's own criteria: highest rates, severe potential, one-error-to-disaster, new or changed jobs, and jobs complex enough to need written instructions.
Act immediately on immediate danger rather than logging it.
Revisit when anything changes, and mark the document up on the day.
Feed the near misses back in. A near miss on a task is direct evidence its analysis missed something.
Before you start#
- Confirm a JHA exists for this task and that you have read it, not just signed it.
- Confirm it describes the job as you are actually going to do it.
- Confirm the steps are in the order you will perform them.
- Confirm the controls listed are things you can actually do with what you have.
- Confirm anything that changed since it was written has been captured.
- Confirm the trades above, below and beside you are accounted for.
- Confirm you know what to do if you find a hazard that was not in it.
- Confirm someone has authority to stop and amend it on the day.

- Does the JHA for today mention the step you find most awkward?
- What do you actually do at step three that is not written down?
- When did this JHA last change, and why?
- What is the first thing you would add to it?
The bottom line#
No OSHA construction standard requires a job hazard analysis by name. What it discharges are real duties: 1926.20(b)(1) to initiate and maintain programmes necessary to comply, 1926.20(b)(2) frequent and regular inspections by competent persons, 1926.21(b)(2) to instruct employees in the recognition and avoidance of unsafe conditions, and Section 5(a)(1), whose obligation turns on recognised hazards. The method is set out in OSHA 3071: involve the people who do the job, review the history, break the job into steps, identify the hazards in each step, and determine preventive measures working from elimination down to PPE. Prioritise jobs with the highest rates, severe potential, where one human error could cause a severe accident, those that are new or changed, and those complex enough to require written instructions — and where a hazard poses immediate danger, act immediately rather than documenting it. The test of a real JHA is simple: does it describe the job people are actually going to do?
Frequently asked questions about job hazard analysis#
Does OSHA require a job hazard analysis?
Not by name. No construction standard requires a JHA, prescribes a format or mandates signatures. OSHA's guidance puts involving employees first, and there is a practical reason: the crew knows which step is awkward, which tool does not reach and what actually happens at step four. A JHA written at a desk describes the specified job rather than the real one.
What order should controls be in?
Work down the hierarchy: eliminate the hazard, then contain it, then revise the work procedure, then reduce exposure — with PPE last. A JHA whose controls are all PPE has skipped the analysis and gone straight to the fallback.
What if we find a serious hazard while doing the analysis?
Act on it then. OSHA's guidance is explicit that where a hazard poses an immediate danger to an employee's life or health, immediate action must be taken to protect the worker. The analysis process does not put a serious hazard in a queue.
When should a JHA be revisited?
Whenever the job changes — new crew, new sequence, new materials, different weather, a new trade working adjacent, or a different piece of plant. It should also be revisited after any incident or near miss on that task, because a near miss is direct evidence that the analysis missed something.
