A safety data sheet is not a document to be read. It is a document to be searched, under pressure, by someone who needs one specific fact quickly — usually after something has already gone wrong. That is why the standard fixes the order of its sections and why knowing that order is worth more than reading any single sheet cover to cover. This Safety Data Sheets Toolbox Talk (Safety Talk / Tailgate Talk) is about using them, not filing them.
Here is the distinction that carries this whole talk: the order is the safety feature. Because every SDS in the world puts the same information in the same numbered place, you do not need to know the product to find what you need. First aid is always Section 4. PPE is always Section 8. Spill response is always Section 6. On a site with two hundred products, that consistency is the only thing that makes the system usable at speed.
The 16 sections, and why they run in that order#
Under 1910.1200(g) — which applies to construction through 1926.59 — a safety data sheet must contain the following sections, in this order:
- Identification — product identifier, supplier details, recommended use and restrictions
- Hazard(s) identification — classification, label elements, signal word
- Composition / information on ingredients
- First-aid measures
- Fire-fighting measures
- Accidental release measures — spills and leaks
- Handling and storage
- Exposure controls / personal protection — exposure limits and the PPE required
- Physical and chemical properties
- Stability and reactivity
- Toxicological information
- Ecological information
- Disposal considerations
- Transport information
- Regulatory information
- Other information, including date of preparation or last revision
Read the running order and the logic appears: the emergency sections come first. Identification, hazards, ingredients, first aid, fire, spills — the six things you need in the first minutes are Sections 1 to 6. Handling, storage and PPE follow. The technical and regulatory material sits at the back, where it belongs when someone is holding a burning hand.
The four sections OSHA does not enforce#
Here is the detail almost nobody in the field knows. The standard carries a note to (g)(2): OSHA will not be enforcing information requirements in Sections 12 through 15, as these areas are not under its jurisdiction.
Those are Ecological information, Disposal considerations, Transport information and Regulatory information — environment, waste, transport and other agencies' regulations. They still have to appear on the sheet, because a GHS-consistent SDS includes those headings in order, but OSHA does not enforce their content.
Two practical consequences. First, if Section 12 or 14 looks thin, that is not necessarily a defective sheet. Second, and more useful: do not rely on Sections 13 and 14 as your authority for waste and transport decisions — those are governed by other agencies' rules, and the SDS is not the place OSHA is standing behind.
Two related provisions worth knowing: where no relevant information is found for a sub-heading, the preparer must mark it to indicate that no applicable information was found — so a blank space is a fault but "no data available" is a valid entry. And where complex mixtures have similar hazards and contents, one SDS may be prepared to cover all of them.
"Readily accessible" is the requirement people fail#
Under (g)(8), safety data sheets must be readily accessible to employees during each work shift when they are in their work areas.
Every word does work. Each work shift means the night shift too. In their work areas means where the work is, not where the office is. And readily accessible has been the sticking point since long before anyone had a tablet: the test is whether a worker can get the sheet without asking permission, without a delay, and without depending on somebody else being available.
Electronic access is acceptable — but only if it genuinely meets that test. A system that depends on a signal that does not reach the basement, a login only supervisors hold, a device with a flat battery, or a laptop locked in a site office at 2 a.m. does not. A paper backup is not old-fashioned; it is the thing that works when the rest does not.
Sheets must also be kept current, and the date of preparation or last revision is in Section 16 — which is where to look when you want to know whether the sheet in your hand still matches the product in front of you.
Using one properly#
In an emergency, jump straight to the number. First aid, Section 4. Spill, Section 6. Fire, Section 5. Do not read from the beginning.
Before starting work, read 2, 7 and 8. Hazards, handling and storage, exposure controls and PPE. That trio tells you what it does, how to work with it, and what to wear — and Section 8 is where the exposure limits sit.
Check Section 16 for the revision date. An SDS from a decade ago on a reformulated product is worse than no sheet, because it will be believed.
Match Section 1 to the container. The product identifier on the label and in Section 1 must be the same. If they are not, you have the wrong sheet.
Take the sheet with you to medical attention. Section 4 and the product identity are what the treating clinician needs, and neither is easy to reconstruct afterwards.
What can go wrong?#
The binder is in the office and the work is on level nine.
Electronic-only access with no signal, no battery or no login.
Nobody knows the numbers, so an emergency turns into a document search.
Out-of-date sheets for reformulated products, with no revision check.
The sheet does not match the container — right family, wrong product.
Sections 13 and 14 used as the authority for waste or transport, which OSHA does not enforce and other agencies govern.
A blank sub-heading accepted where the standard requires it to be marked as no applicable information found.
Nobody takes the sheet to hospital with the injured person.
Before you start#
- Confirm you can reach the SDS for every product you will use, from where you are working.
- Confirm the product identifier on the sheet matches the container in front of you.
- Confirm the revision date in Section 16 is plausible for the product you have.
- Confirm what Section 8 requires for PPE and exposure controls, before you open anything.
- Confirm what Section 4 says about first aid, before you need it.
- Confirm the access route works on your shift — signal, battery, login, or paper.
- Confirm anyone who might be injured knows to take the sheet with them.
- Confirm someone owns keeping the sheets current when products change.
Talk it over#
- Without looking: which section is first aid, and which is PPE?
- How long would it take you to produce the data sheet for what you are using right now?
- What is the revision date on the sheet for your most-used product?
- If the site network went down, could you still get a data sheet?
The bottom line#
Under 1910.1200(g), applied to construction by 1926.59, a safety data sheet carries 16 sections in a fixed order — and the order is the safety feature, because first aid is always Section 4, spill response always Section 6 and exposure controls and PPE always Section 8, whatever the product. The emergency information deliberately sits at the front, in Sections 1 to 6. OSHA will not enforce Sections 12 through 15 — ecological, disposal, transport and regulatory information — as those areas are not under its jurisdiction, so do not treat them as your authority on waste or transport. Where no relevant information exists for a sub-heading it must be marked as such rather than left blank. And under (g)(8) the sheets must be readily accessible during each work shift in the work area — which means no permission, no delay and no dependence on someone else being available.
Frequently asked questions about safety data sheets#
How many sections does an SDS have, and does the order matter?
16, and the order is fixed — that is the point of the format. Because every sheet places the same information in the same numbered section, you can find what you need without knowing the product: Section 4 first aid, Section 5 fire-fighting, Section 6 accidental release, Section 8 exposure controls and personal protection.
Which sections does OSHA not enforce?
Sections 12 through 15 — ecological information, disposal considerations, transport information and regulatory information. The standard notes that OSHA will not be enforcing information requirements in those sections as these areas are not under its jurisdiction. That an employee can obtain the sheet during each work shift, in their work area, without asking permission, without delay and without depending on another person. Electronic systems qualify only if they actually meet that test — a login the crew does not hold, a dead spot with no signal or a locked office at night does not.
Can safety data sheets be electronic only?
Yes, provided the access genuinely satisfies (g)(8) for every shift and every work area. The practical difficulty on construction sites is signal, battery, permissions and power — which is why many sites keep a paper set as the fallback rather than the primary.
What if a section on the sheet is blank?
It should not simply be blank. Where no relevant information is found for a sub-heading, the preparer must mark it to indicate that no applicable information was found. A thin Section 12 or 14 is less concerning, since OSHA does not enforce those sections, but an unmarked gap in the sections that matter is a defect worth querying with the supplier.
Which sections should I read before starting a job?
Section 2 (hazards), Section 7 (handling and storage) and Section 8 (exposure controls and personal protection). That combination tells you what the product does, how to work with it and what protection is required — and Section 8 is where exposure limits are found.
What should go with someone to hospital?
The safety data sheet, or at least the product identifier from Section 1 and the first-aid information in Section 4. Treating clinicians need to know what the substance was, and that is far harder to establish after the fact than at the time.
